In article process of support by raw materials 
a feather-down of the enterprises which is considered from the position of logistical optimisation of a raw stream leaning both on minimisation of logistical costs, and on increase of competitiveness of the enterprises on the basis of fuller development of logistical sources of competitive advantages of the given branch and region of basing of the enterprises is analyzed. Managerial process by a raw stream a manufacture feather-down is presented at modelling level within the limits of macrologistical system. The theoretical model of management by process of support by raw materials of the enterprises a feather-down of the industry on the basis of functional and objective structurization of macrologistical system of the given process is constructed. As the operated subject managers of a local and partially average link, experts, technical executors a feather-down of the enterprises, and also the organisations of a specialised infrastructure are allocated. The operating subject of macrologistical system at economy microlevel includes average and higher management a feather-down of the enterprises, and also the organisations of a specialised branch infrastructure. In article it is constructed трехзвенная model of participants of branch system of an estimation and certification of the qualifications, including the branch base organisation, the ekspertno-methodical centre and set of the centres of an estimation and certification of qualifications. The role of the base organisation in the given system is shown. Character of interaction of the branch base organisation with the basic participants of system of an estimation and certification of qualifications at level отрасле is defined. The basic functions of the branch base organisation are allocated and the order of its functioning is defined. The interrelation of the branch base organisation with participants of national system of an estimation and certification of the qualifications, presented by the Socially-state council and the base organisation - National agency of development of qualifications is shown.

As a result of experimental observations and theoretical analysis revealed some heaven - mathematical model of the mechanism of the resulting impacts ( PMB ) , or the result of negative consequences from exposure to liquid, solid and gaseous waste production and life , and showed that the ecological condition and security of the region or individual land can and do have , in varying degrees, all or almost all of these wastes and their components. Currently, as the main source that impact on virtually all aspects of the environment and especially on health and longevity , is a non- satisfactory collection, recycling , disposal , use, and disposal of solid , liquid and gaseous waste , both in production and especially consumption (MSW) .
Developed and recommended the introduction of innovative methods and basic techno-logical scheme providing for decontamination, cleaning , processing and use of the liquid, gaseous and solid industrial and domestic waste and use of as waste itself and refined products. First of all: - a way of techno -logy and storage of solid waste in mines abandoned mines to produce fuel gas and humus product suitable for use as a fertilizer - how , technology and integrated circuit technology provides for joint decontamination, cleaning , processing and the use of liquid , gaseous and solid waste enterprises of light industry - the methods and technologies of waste disposal , mine and discharge groundwater liquidated bathrooms mines involving extraction and regeneration , in order to use different metals ( including iron) , which are in wastewater. The developed ITATION and recommended the introduction of major technological and innovative ways to take into consideration in this scheme , economic , environmental, social , technical and technological features of the enterprises and the region, including the problem of industrial safety . According to preliminary calculations, the payback period of the costs of implementation and development of methods and technologies developed will be from three to twelfth years.

It is noted that the services sector in the Rostov region isn't always accompanied by due quality and availability. Major factors which will affect dynamics of development of a services sector are defined. Dynamics of volume of paid services in subjects of the Southern federal district is analysed. The conclusion is drawn that the greatest possible ensuring requirements of the population of the region of the Rostov region in services of high level demands the unconditional solution of actual tasks which are also presented in work.

Formation of competitiveness of the enterprises demands the all-round analysis of the competitive environment. This analysis should be carried out regularly. Monitoring allows to solve this problem. The purposes and monitoring problems form analysis indicators. The system of monitoring of the competitive environment for sphere of building design is constructed. Monitoring indicators on four groups of parametres are allocated: scale and dynamics of the market, profitableness of the market, a competition condition in the branch market, reliability and safety. The procedure of payments of indicators of monitoring is presented. The subject of monitoring is the professional association.
