  • "Using a network statistical models in the practice of political analysis "

    This article discusses some of the problems arising in the study of political processes of network modeling methods. The relation of concepts, models and their practical application in the analysis of political events is analyzed. The purpose of work is to examine the hypothesis testing problem in the practice of political analysis using empirical methods in the field of cooperation between public institutions and networks of civic engagement structures. It is shown that the use of network modeling methods to move from descriptive methods, cluster analysis to statistical models, reproducing the interaction of political subjects, which makes it possible to produce test of hypotheses by empirical methods. Statistical models combine the methods of qualitative analysis and quantitative methods of hypotheses verification and application of the results of various concepts in political practice. Revealed the limitations of the use of the research capacity of the network models, associated with incomplete empirical data obtained during the field research that requires the experiments, various forms of observation and interviews. Results of the analysis and forecasting can be used in the practice of "network management", aimed at the impact on the network structure by changing the institutional rules and regulations.

  • Networking interaction model for political subjects in the process of maritime activities development strategy

    Timeliness of the topic is caused by the necessity of making amendments in Maritime activities development strategy of the Russian Federation till 2030 and drafting of Federal law blueprint for national administration of maritime activities which require expert reviews of regulatory documents and public discussion on major issues. Today for Russia it is of particular importance to foster a mature civil society and to develop its ability to influence on adoption of political and administrative decisions. The present research goal is to reveal the interaction principles between political subjects in the process of maritime activities development strategy. Novelty of the selected approach consists in applying of the model principles to studying of civil society structures’ participation in strategic solutions formation in terms of maritime sphere. The research objectives are the following: model building of networking interaction between political subjects in the process of maritime activities development strategy; specifying of civil participation forms in the strategy development; revealing strengths and weaknesses in the mechanism of strategic solutions approval in terms of maritime sphere; drafting proposals of management process improvement in industrial management using maritime activities administration as an example. For designing political developments we use IDEF0 modeling technology, the most suitable for achieving the objectives, because it is necessary to create a logic model of the entire system as a set of interrelated functions and elements. Purpose of creating the model is a comprehensive vision of functional relations in policy decisions (in the form of doctrine) and methods of their realization (in the form of strategy) for revealing weaknesses within the system in the context of deviation from the stated goals, and as a result we have a problem solution dealing with the political management quality. Main conclusion: quality of strategic decision-making depends on the level of institutionalization in the interaction process between political decision-making participants and on the involvement of civil society structures in the performance control.
