  • Processing and assimilation of observation data obtained by satellite sensing for monitoring the current state of heterogeneous objects on the water surface

    The study is devoted to the analysis of satellite observations data assimilation to discover the necessary information for developing and verifying mathematical models of hydrodynamics and biological shallow-water kinetics. The use of satellite earth sensing data is taken to enhance information base. The possible use of neural networks with optical flow computation is considered in the study. The objective of the study is to develop a software tool used to identify the initial conditions in mathematical modeling of hydrobilogical shallow-water processes. The article illustrates the relevance of applying the observational data processing from satellite earth sensing. There are considered the necessity and possibility of using the neural network approach with the optical flow computation in solving problems of information processing from gray-scale snapshots.

  • Institutional barriers to the development of the knowledge economy

    The formation and effective development of the knowledge economy in the country is possible only with a stable and Mature institutional environment. Indices of the knowledge economy and institutional regime calculated using the world Bank methodology determine the country's readiness for further development. According to the rating, Russia shows a problematic institutional component. The article examines the main institutional problems and barriers, namely institutional traps that hinder the development of the knowledge economy, explains their mechanisms and consequences for the Russian economy, and suggests ways out of them.

  • Development of a mechanism for the formation of investment attractiveness of the regional socio-economic system

    The article presents the organizational and economic mechanism for increasing the investment attractiveness of the region, based on the system of investment design and implementation of investment projects, based on the complexity of the development of the region's economy, and including not only the identification of the investment potential of the region, but also the establishment of sources of capital investments; identification of directions for the development of the region, taking into account the calculations of the possible results of financial injections into these objects; creation of a phased financing plan for the taken object, the beginning of its implementation and control over it; obtaining state support for the development sector of the regional economy during the implementation of the investment project in the form of tax incentives, lower lending rates, etc.

  • Some aspects of the formation of the knowledge economy in Russia: problems and development prospects

    The article shows the calculation of summary indicators according to the "The Knowledge Assessment Methodology" by the World Bank, such as the index of the knowledge economy, the index of the institutional regime, the index of innovation and education. Some problems that hinder the formation of the knowledge economy in the Russian Federation are investigated, such as: low level of R&D funding, low share of internal R&D costs. The author offers his own view on the solution of these problems, contributing to the effective formation and development of the knowledge economy in the country.

  • Modification of installation technology for prefabricated space frame units

    The paper explores the opportunity to use tower cranes with a large boom length for installation of space frames configured as prefabricated units. The opportunity to modify the already existing technology by using new tower cranes with a large boom length allows cutting the cost of construction of industrial buildings with flat structural plates. Cost cuts are realized by reducing the scope of works pertaining to installation and dismantling of crane runway as well as crane relocation toward other spans of the building.

  • Comparative analysis of the structure of sheet and modified cellulose

    An impact on mechanochemical activation on morphology and structure of wood cellulose was examined. A comparative analysis of structure of sheet cellulose and fluffed cellulose was made using infrared spectroscopy and scanning microscopy. It was given that the cellulose I tranformed into a modification of cellulose II with more reacting power as a result of pulping. It ascertained that mechanochemical activation of the cellulose can increase the physical and chemical indicators of technical carboxymethylcellulose.

  • Judicial value examination as a tool for resolving a dispute about the value of the original value of the pledged property

    To date, the socio-economic situation in the country creates for the population quite significant obstacles in the implementation of tasks for the purchase of housing and other real estate through mortgage lending. However, when it comes to collecting the amounts owed on the loan, banks are faced with an analysis of the prospects for the sale of mortgaged property, as a result of which, in most cases, come to the conclusion that the original sale price of the mortgaged property with the realities of the market. In the article, the authors consider the judicial practice of determining the initial price of the mortgaged property and analyze the situation in which there is a need for judicial value examination, as well as give the main aspects of the methodology of this type of expertise. The purpose of the article is to form a clear idea of the reader about the process of resolving the dispute arising from the breach of obligations under the loan agreement.

  • Research of design documentation of capital construction objects of oil-producing complex. Identification of systematic errors and analysis of their consequences

    This article is the result of a study of project documentation, one of the largest oil companies in the Russian Federation. This article aims to identify and identify systematic errors and deficiencies in the design of oil fields, which can lead to significant risks of accidents, damage to equipment, violation of the integrity of buildings, the emergence of threats to human life. The aim of the author was to identify and systematize these shortcomings, to offer the best options for correction for the purpose of further application, qualitative improvement and acceleration of the design of oil fields. Further examples of errors and shortcomings of project documentation, expected consequences which can occur if not to eliminate these errors and all necessary normative base on these questions will be given. Errors at the design stage, in turn, can lead to disastrous consequences, ranging from increased construction time, ending with emergencies and irreparable damage to the environment and human health, which leads to enormous economic losses. Design errors, even the most insignificant, can be compared with the butterfly effect. A minor mistake in the project can lead to grandiose consequences. Ballasting of pipelines. Ballasting of pipelines is taken into account in the installation of pipelines through water obstacles or water-bearing sections, when laying in the swamp.Depth of laying of pipelines at crossing of water barriers.   • Engineering management of material resources in the implementation of construction projects

    The article deals with the existing problems in our country, arising in the management of material resources in the process of construction of buildings and structures. The main problem in the material resources management system is that due to their late and incomplete delivery to the construction projects, there are significant downtime of working and construction machines and mechanisms. The don state technical University (DSTU) is developing an intelligent construction management system, which includes a method of planning and accounting for the movement of material resources to ensure synchronization of the processes of construction and installation works and their complete supply. The use of this technique allows to optimize the timing and volumes of supplies of material resources in accordance with a given technology of production operations and the simultaneous control of their inventory in the onsite warehouse

  • Problems and prospects of pedagogical process in the aspect of application of information technologies

    The article deals with the problems and features of Informatization of higher education. The problems of information technologies in the educational process are presented. The main advantage of it is that they contribute to the creation of an effective multi-sensory interactive learning environment with great potential for use by teachers and students. The factors influencing the process of Informatization of educational institutions are analyzed. In order to achieve positive results of the use of information technologies in training, it is proposed to introduce new subject programs in the educational process, which will allow to determine the methods of teaching and the conditions of the educational process. The use of subject programs will provide the user with the opportunity to build their learning algorithm.

  • Current economic issues of didactic support of education informatization

    The article highlights the issues of creating the information and educational environment of the university in modern education. Components for effective pedagogical process are presented. It describes the essence of the integration of ILE and education, as well as the direction of the integration of educational tools. The connection of the global trends in the development of an innovative economy and the requirements of the main directions for the development of IOS of the university is shown. The intra-university component is analyzed, which reflects several levels of interaction between various educational tools.The information presented in the article shows that the availability of pedagogically useful didactic support and the economic consideration of all factors and conditions ensures efficient functioning.

    The article gives a systematic review of the architectural composition of the oldest capital urban complex of the North Caucasus – the fortress of Derbent. On the material of historical sources stages of urban planning are reconstructed, the role of economic and foreign policy factors in the development of the urban environment in historical retrospect is shown.
